F2 Solutions is seeking well-qualified individuals to review discretionary grant applications for the Office of Refugee Resettlement within the US Department of Health and Human Services. The Office of Refugee Resettlement (ORR) provides new populations with opportunities to maximize their potential in the United States, linking people in need to critical resources to assist them in becoming integrated members of American society. In support of this mission, ORR provides discretionary grants to state and local governments as well as non-governmental organizations that provide services.
Panel Reviewers will use their expertise to objectively review grant applications and score them according to established criteria. Reviewers will also participate in group discussions regarding assigned applications and submit substantial written comments justifying their score. Reviewers will be selected for each individual grant program, and candidates may be invited to review one or more programs. Reviewer candidates should ensure they have sufficient time available to read, comment, and discuss applications during the review period, which may last up to three weeks.
Panel Reviewer candidates should have experience in areas related to serving refugee populations as defined above. These include social work, case management, employment services, program management, and/or community development. Experience in other program-specific areas such as anti-trafficking in persons, child care services, micro-enterprise, home financing, and mental health is also an asset. Current federal employees and contractors are welcome to participate, but are not eligible for honorarium compensation.
Grant Review Basics
Reviewers are required to provide an independent assessment of applications in accordance with criteria published in the federal Funding Opportunity Announcement (FOA). Reviewers will be provided with a brief orientation including an overview of ORR and the specific grant program to be reviewed. The entire review process will be conducted remotely, using an online review module and conference calls. F2 anticipates the application review cycle will occur between May-August 2015. Why Become a Grant Reviewer?
Grant Reviewers provide an invaluable service to the federal government and the communities they support. By sharing both professional and community-based expertise to aid in the evaluation of grant applications, reviewers play a critical role in helping the federal government decide which projects to fund with monetary award. Reviewers are paid for their participation. Compensation for review participation is paid in the form of an honorarium and is subject to the timely receipt of all required work-related agreements and tax forms by F2 and completion of application evaluations. Reviewers are considered Independent Contractors secured through F2. Current federal employees and federal contractors are typically ineligible to serve as reviewers unless client exceptions are provided.
